Trouble Downloading

I am using Windows XP, SP2, IE6 and I'm having trouble downloading on
my computer. I have even tried downloading from the microsoft website
and I get the sign that has "IS NOT A VALID WIN32 APPLICATION",. Does
anyone know a remedy for this, and thanks in advance.

An "application" means a program that you can run. But it sounds like
you can't even download a data file or antyhing whether it's a .exe or
whatever it is, right? If that's the case, it sounds like malware:

Have you checked for viruses and malware? If so, what specific program
and its rev level did you use? All should be updated of course, and at
least 3 antispyware programs should be run to look for other malware
that AV doesn't check for.

What other steps have you taken so far to find a fix? Sounds like quite
an annoyance!
