tring to start clip art orgainzer i get error 8004005

When trying to use clip orgainzer I get the message unspecied error #8000405
and the program starts but you can not access any directories or add any to
the file tree.
 
I don't believe so. i ran a search for it and found nothing. That doesn't
mean that there is not some type of download manager i am not aware of.
