Tries To Save As "Folders.lnk"

Windows XP

I have a client who, when trying to save a downloaded file using
anything OTHER than IE 7, gets an error message to the effect that
"Folders.lnk already exists do you want to overwrite it". Doesn't matter
where on the HD he tries to save the file.

Any suggestions?
