Excel Unshared Excel File acting as Shared

Help! I have a large excel file that is acting as though it is shared (others can go in at the same time and make edits- when trying to save they receive the option to overwrite or save a copy-- doesn't open as a read-only). I've tried sharing the file and then unsharing the file to see if I can trick the system but it hasn't helped. Any ideas or suggestions?
