treats web page like file

Trying to open a gov't web page - www.state.nm.us and
explorer keeps giving me the file download box
saying "some files can harm your computer, etc.etc.. I
hit open and it still won't let me. I set this web site
up as a trusted site and it still won't treat it as a web
site. Any ideas?
