Transparent Icons

Hi,
Is there any way to set the icons to be transparent just
like they are when you drag them. There are numerous tools
to make the caption backgrounds trasnparent but I haven't
see any that work on the icons themselves. Editing each
individual icon seems a bit too much for a nice look
besides I'm not sure how to do that.

Snipped from a posting I read here a week or so ago:
Couldn't tell you how to change the text color, but you can get the
transparent block via Control Panel \ system \ advanced\ performance \
check "use drop shadows for icon labels on desktop".
