transfering images from nikon coolpix L4 digital camera

In windows ME, I am getting an error message saying the device loader could
not load the device driver

For starters, look into the basics.
Windows ME is pretty old. I don't know how old your Nikon is, but I'm
guessing pretty new.
Does the software that came with your camera indicate that it is compatible
with Windows ME?
It may designed for 2000/XP and newer.
I would contact Nikon and ask them about your driver/ME issue, if it's not
explained in your manual.
 
You could try posting this to a camera newsgroup. This is a .Net
programming newgroup.
