Transfer rate and internet speed

I have Xp and I use charter service so my internet speed was about 380 kbps, with a 160 KB/sec transfer rate, now for some reason its 170 kbps, with a 41 KB/sec transfer rate.

I’ve already ran Ad-ware 6 and Spybot, but I had no results.

Plus I regularly clean out my internet cache and run disk clean up

Help would be greatly appreciated!
