Generally speaking, no. You must install the program on the new operating
system from the original distribution media.
That said, without knowing which programs you are talking about, nobody can
tell you if it might be possible to "transfer" a program from on computer to
another without reinstalling, unless you provide the title(s) and version(s)
of the program(s) in question.
There is an additional concern. If these programs were originally written
for Win 95/98, they may not run on XP or Vista at all, especially Vista.
If the application is not compatible with XP/Vista then you may want to
consider using a Virtual Machine. (A Virtual Machine is a complete operating
system running in a virtual environment. You can access this additional
environment at the same time as your main operating system)
