Excel Tracking increases and decreases in excel

I am wondering how to keep a total number of moves count in excel. Basically I want a cell to increase by 1 everytime another cell increases or decreases. The tracked cell can only move in increments of one.


BONUS QUESTION!!!

Is there any way to "record" what another cell is on each move??

If it helps, I have live data to excel, an automated trading program set up, and am looking to track number of trades(question 1) and the respective price (Bonus question.
