Track tab not always present

I have a user who states that the track tab is not always
present when he looks at his Sent Items, even if the
recipient has sent the Read Receipt back. The user does
have the Request Read Receipt option enabled. Any ideas?

Delete the received receipt from the Inbox and open the send message from
the Sent Items folder and check the Tracking Tab again.
