I have a document that is using track changes. By default I want to be able
to open the document without seeing the changes that have been made, but I
don't want to accept all the changes, I want them to be available when I want
to see them but not always. I know that I can go to View, and select Markup
to turn them off once the document is open, but I want to open without
showing the changes and then turn them on if I need to see them.

In Tools > Options > Security, you can uncheck "Make hidden markup visible
when opening or saving". However, you'd be giving up a valuable safeguard
against emailing a document that contains possibly embarrassing information.
Also, note that this setting affects all documents, not just the one you're
currently using.
