When I go to shut down Windows XP Professional I get a
message saying tr_____.exe end now or cancel. What is
this?

And if you do not mind how can I stop someone from
accessing certain web site, I have it restricted but they
(user) can still get to it. I am the Administrator.

Regarding the first problem I am not aware please search on google about the file.
Regarding website browsing try getting some firewall and then add the list of IP address for the prohibited websites in it.

This definitely does not sound like a normal file. Have you run a full virus
scan on your system?
