tools restricted

I just removed a virus that had infected my computer. in
doing so, several changes were made to my pc. Now when I
click on the tools menu in Internet Explorer, I get the
following error message: "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrater. Since I am
the "system administrater" in a small 2 man office, that
will not work. I am running windows 98 and IE ver 6. Any
ideas?
