Tools missing from the menu bar

Folks,

I have a user who has lost the "Tools" menu bar dropdown. I've tried to
look around in Outlook 2003 and find it, but I can't figure out how to make
it come back to the menu bar. Any idea how to get it back? I "upgraded" her
to SP1 hoping that might fix this, but it didn't. I've search through the KB
with no luck. Any ideas?

That did work. Thanks a lot. I wonder if there is a less involved fix
though, but I am back up and running.
