MS Outlook Tools Menu not visible?

I am missing the Tools menu in the menu bar. I tried to change some setting
today (in options), and noticed it missing. I got to options by putting it in
a custom toolbar. However, I have no idea how / when my Tools menu
disappeared.

With Outlook closed, deleting the file
%AppData%\Microsoft\Outlook\outcmd.dat will reset the tool and menu bars to
their defaults.

I could not locat the file outcmd.dat on my hard drive. Could that be the
reason things are messed up? Can I locate it somewhere on the Internet, or
off the Office install CD (without having to do a complete reinstall?

Open Windows Explorer and inthe Address field enter

%AppData%\Microsoft\Outlook

and click Go. %AppData% (i.e., C:\Documents and
Settings\{username}\Application Data) is a hidden folder.
