TOOLS command missing from menu bar

I cannot access my TOOLs commands because it's missing formthe menu bar I
tried getting it back from the toolbar commands but it does not let me drag
it back up di i need to reinstall outlook 2003 thanks

No. You should just be able to RESET your Menu bar. Try this:

Open Outlook
Right click on a toolbar
Choose Customize
Go to the Toolbar tab
Select Menu bar
Click the Reset button
Click OK
Click Close

Tools command should be there now.

Go to help -> detect and repair

make sure you check "discard my customized settings and restore default
settings"

its also a good idea to uncheck "resore my shortcuts while repairing"

it will ask you to setup your accounts from scratch, but it brings back the
menus. thats the price i had to pay when I had the problem.

That might just work.
I did start the "detect and repair" but stopped when I got to the "set up
accounts from scratch" part. I stopped because I have 7 accounts and did not
want to lose any data. Good to know that it may be the solution. Thanks.

Unfortunately things have now gone from bad to worse. In trying to get the
menus back as described by "finalword" I ended up with no menus at all ! Not
even the Help menu is available. Looks like I have to create a new account
and transfer the data over.

All the solutions I found, posed the same 'catch 22' solution.
"go to 'tools' or 'view' menu...."
The problem is there is NO MENU BAR to go to !!!!

[FILE EDIT VIEW FAVORITES TOOLS ACTION HELP] <---- these are gone, missing,
do not show, absent, out-to-lunch, MIA, invisible, not present, lost, .....

I can 'paste' the menu items above in another menu, but this does not
restore the original 'menu tool' bar.

"finalword"s solution does not work for me either.
