Tools > Add-Ins when multiple worksheets selected

I just noticed this in Excel 2003. When multiple worksheets are
selected (grouped), the Tools menu shows Add-Ins... disabled. No
obvious reason for that that I can think up.
 
I added COM Add-Ins to that Tools menu and it doesn't get disabled. Just
another curiosity....
