how do I adjust my settings so I can have the same
toolbars appear each time I log on,each time I take
certain toolbars off via my view tab,they reappear when I
open a new page.

Did the tool bar just suddenly appear? If they did, you have yourself some
sort of spyware/malare. Try going to your add/remove programs to see if the
toolbar is listed there. If it is, remove it. But, that might not be
enough.
If it's something you downloaded on purpose, like the Google Toolbar, or the
new MSN toolbar, the add/remove programs will work. IF it isn't onew of
those, you might want to try Toolbar Cop, Ad-Aware, Spybot S&D,
SpywareBalster, to name a few.
You can type the names of those products in any of the toolbars you have at
the moment, and download their free versions, install them and follow
directions.
