Try the following and see if it helps:
Toolbars are locked Unable to customize toolbar and tool band:

Toolbar options are locked, go to

Restore Toolbars in Internet Explorer and/or Windows® Explorer

Restore Default Toolbars

Type this command in the RUN box, and press Enter:
Rundll32 Iedkcs32.dll,BrandCleanInstallStubs
The Windows Update menu text and it's corresponding URL is reset to factory
defaults.
If these steps do not resolve your problem, or you need help with the above,

Running XPsp2 The toolbars are locked. Nothing seems ot unlock them. Also
tried to download toolbars from Yahoo & Google. They will not operate with
IE.
