Toolbars bunched at Right of screen

When a new browser pops up from an existing one, instead of my Google
Toolbar and my Address Toolbar being underneath the Standard Toolbar, they
are all to the right !!!

How do I drop them down? I tried to grab them and drag them down, but that
did not work.

Odd Toolbar Behavior:
Open Regedit to the following location:
Start | Run (type) "regedit" (no quotes)

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\WebBrowser]

Highlight the "ITBarLayout" entry (right pane)
Right-click and select: Delete, close Regedit and reboot.
Note: the "ITBarLayout" will be recreated on restart.

Actually, all I had to do was uncheck View->Tollbars->Lock The Toolbars.

Then I could drag Google and Address down, and then check View->Tollbars->
Lock The Toolbars.
