Toolbar settings lost on reboot

I have seen this question asked here a couple of times
but the suggestions have been unsuccessful.

I have a new computer with Windows XP. In both Windows
Explorer and Internet Explorer any changes I make to the
toolbar layout are lost on reboot.

I have tried Kelly's tweak mentioned about 10 threads
back and that had no effect. I have also tried a few
other regedit tweaks that were suggested on the web with
no effect. I also tried the trick of holding down CTRL
while closing the program to try and save the settings.
This is getting really annoying.

Any help would be greatly appreciated.
