Toolbar locked

I always create personalized toolbars, and I did the same in Vista. I created
a toolbar and I tried to move it on top of the screen but it does not work!
The taskbar is NOT locked, but the toolbar does not move.

Is there any bug? Any solution?

Dragging off the taskbar doesn't seem to be supported. But toolbars on
non-taskbar sides of the Desktop can still be created by dragging a folder
from an Explorer window to the edge of the screen.

Pffft! I really need to get Vista for Dummies (or make sure I read this NG
regularly). I never knew you could do that. Is that Vista only or could
you do that in XP?
