Tool Tips change

Hi,
I want to change or edit some of the tool tips for apps. and other programs.
I knew it could be done in previous Windows9x by tweaking the registry, but
I did not find anything like that in XP. Well, I only did a search through
the registry. Any ideas?
 
tool tips on the "launchbar" icons next to start button
can be changed using right-click properties. edit
the "comment" box text.
