TOOL Menu missing in Outlook 2002 (XP)

I have a user that has Outlook 2002 (XP) installed as part of Office 2002 XP
Stanard. The "TOOL" menu is completely missing from the menu bar. I've tried
to use the RESET USAGE DATA to get it back, but it won't display. I've even
tried DETECT AND REPAIR while selecting to REMOVE CUSTOM SETTINS and RESTORE
SHORTCUTS. When I look in the customize toolbar dialogs, the TOOLS MENU items
are available to use to drag onto new toolbars.

Does anyone know who to get the TOOL menu back. (Also, I've made sure I'm in
the INBOX and/or other appropriate folders when trying to access it.)

Try View | Customize Toolbars and click Reset for the Menu Bar. Failing
that, exit Outlook, rename Outcmd.dat, then restart Outlook.

The reason you don't see "OUTCMD.DAT" is that your Search Preferences are
incorrect. You must activate "Search hidden files and folders" under the
"More advanced options" - I'm assuming this is Windows XP
