Top-Level Menu Missing!

In my 2003 version of Microsoft Outlook, somehow the top-level menu has gone
missing (File, Edit, etc).

I've tried resetting every toolbar possible, but haven't found success yet.
I have also tried using the keyboard extensions to use tools that typically
reside in the top-level toolbar, but still no success.

I need help!!

I don't have the View menu to go to...By deleting outcmd.dat, should that
cause any other problems?

Thanks for letting us know what worked. :) The outcmd.dat file is the
command bar data file - it holds all the toolbar customizations.
