Top-Level Menu Missing!

In my 2003 version of Microsoft Outlook, somehow the top-level menu has gone
missing (File, Edit, etc).

I've tried resetting every toolbar possible, but haven't found success yet.
I have also tried using the keyboard extensions to use tools that typically
reside in the top-level toolbar, but still no success.

I need help!!

So going into Views, Toolbar, Customize and enabling or resetting the menu
bar doesn't work? Find and delete outcmd.dat. See

I don't have the View menu to go to...By deleting outcmd.dat, should that
cause any other problems?

Thanks for letting us know what worked. The outcmd.dat file is the
command bar data file - it holds all the toolbar customizations.
