Mike Winter

The toolbar at the bottom of the screen disappears
whenever I am in anything other than the desktop view. I
cannot"quickpick" another application unless I minimize
or x out of the current one. My other computers don't do
this. What setting have I messed up (or what can I
change) to fix this?

Right click the Start button/Properties/Taskbar tab/CHECK: Lock the Taskbar
and Keep the taskbar on top/OK/Apply/OK.
 
Hiding the taskbar is an option, make sure that is not
checked. The taskbar will appear if you move the cursor to
the edge.

Try this...
Right-click a blank area on Taskbar and click on Properties in pop-up menu.
Be sure Taskbar tab is the one you're looking at in dialog box. Have "Keep
the taskbar on top of other windows" checkmarked.
