I have set my task bar to disappear unless I move the mouse pointer to
the bottom of the screen. However, when I'm using IE, full screen,
for example, and move my cursor to the bottom of the screen, the task
bar does NOT appear, unless I minimize IE.

Would anyone be able to help me get the task bar behavior changed to
respond to the pointer moving to the bottom of the screen when I'm in
full screen mode with another program?

Many thanks.

Try this:

Right click on Start button, Properties, Taskbar, set to stay on top.
