Pick a blank area on the bar with the left mouse button and drag it back
down. (unlock and relock if necessary)

First put your mouse pointer on any blank area of the taskbar and click the
right mouse button. In the pop-up menu look towards the bottom for a line
that says "Lock the Taskbar", if it has a checkmark beside it then click on
that line to remove the checkmark, if it doesn't press the escape (esc) key
to close the menu. Next just point to any blank area of the taskbar and
click and hold down the left mouse button. Now you can drag the taskbar to
the bottom, top, or either side of your screen. When you have it where you
want release the mouse button. Now you can repeat the steps for unlocking
the taskbar to prevent it from being moved in the future.
