tool bar freezes

while i am multitasking the tool bar freezes, i cannot access anything from
it. but i can still open icons on my desktop but once i go to file the
application it also freezes. i recently did a reenstall, during the install i
did it with a ata controller. i don't know if the problem came from that or
if there is something else that causes the problem. the controller card is a
syba ultra ata/100 compatible, supports dma @ 133Mbs. Thanks
