too much spam, filter already set high office 2003

I have set my filter to high, but still receive over 50 bulk/spam emails per
day. I really don't want to create a safe list if I don't have to. Any
suggestions?
 
Are you running with the latest Junk Email definitions?
How many spam emails are being caught succesfully per day?
What mail account type are you using?
Do you have any addresses configured in the Safe and Blocked list?
