I have document with Heading1 and heading2 and paragraps under heading2. What
is required is to give legal style numbering to heading 1,2 and
paragraphs.Problem is if I not format paragrap as level 3 heading it wont
give me paragraph numbering. But if I give Paragraph level 3 numbering then
it insert whole paragraph in TOC. any advice
what is required is to like this
1.1 H1
1.1.1H2
1.1.1.1 Para 1
1.1.1.2 Para2

One more thing same things happen, when I use outline view to change the
paragraph from bodytext to level3.
 
To have a non-heading paragraph style share the same numbering level with a
heading, you can base the style on the appropriate heading style. For
example, create a style named Body Text Level 3 and, in the Modify Style
dialog box, choose "Heading 3" for "Style based on." Make sure to change the
Outline Level for the Body Text Level 3 style to "Body Text" so that it
won't show up in the table of contents. Repeat the procedure if you want
additional styles behave the same way.

apart from asking myself why your H1 already has "1.1" (so where's the
"1"? Though why should a legal numbering scheme make sense ... :-)) ...

For simplicity, I would probably use Heading 3 for the paragraphs. And
make sure the TOC doesn't pick it up. Version of Word? Look up the TOC
field code description in your online Help.
