To use this program you m ust have access to network when opening

When opening excel either a saved file or the program itself while not
connected to my VPN I get the error
error: to use this program you must have access to the network.

When connected to the vpn it doesn't do it. I can click OK and Excel runs
fine. All files are locally installed.

Any ideas?
