Downloading Dialog when opening files from Network

Often times when I open Excel files from our network I get a Downloading dialog box that shows a green progress bar. Sometimes the progress will get stuck and I press Cancel on the dialog box and it continues to open the filewithout issue. Does anyone know why I am getting the box and how to turn it off? I feel certain it is causing Excel to lock up during one macro routine I use that involves opening another .xls file. I am using Excel 2010. Here are the steps I have taken so far to address the situation.

1. Excluded Excel files in TrendMacro from scanning before opening.
2. Removed Microsoft File Validation program.
3. Added the network to the Trusted Locations in Excel options.

Are you sure this isn't your antivirus software at work? (I store/open
all files on/from a network share and I've never seen such a dialog!)

It could be I suppose but no one else on the network is having the issue and the Virus program is administered at the server level and pushed to the desktop. It looks like a standard Windows dialog box but I suppose TrendMicro could replicate the same look. Maybe I'll try unloading the desktop client and see if it goes away.

This suggests that GroupPolicy is in play. Can't advise you there since
my network doesn't implement that. You should be discussing this with
your network administrator?

FWIW, I use macros to open all kinds of files without issue. Many of
those files have my own cutom file extensions (not Excel's) and they
open no problem! I highly doubt your problem lies with Excel...

Still not resolved. I have unloaded our virus protection as well as Microsoft Defender. Still having the same issues. Another strange thing is it is only happening with Excel. No other program I use has the saving progress bar. Any other thoughts would be appreciated.
