To disable Omit background graphics from master

Hello All,

I want to disable the check box "Omit background graphics from master" for
all the users who install the office. This check box comes from Format
Menu->Background or Right click on any slide and go to Background.
Is it possible to do so.

If you disable this you may have problems when printing handouts or slides.
What will happen is that any text or objects that appear on the "master" will
print on the handouts/slides. To prevent this you need to be able to click
