I've read and reread the site you suggested. It seems to deal only with
opening files. My problem is being able to attach them in the first place.
For instance, I wanted to send the link (File | send | Link) to my home
page. Up popped an OL message saying it was potentially dangerous and would
not be attached. That is the problem I'm having. Is there a fix for this?

It is not saying that. It says that it blocks access to it so you can sent
it anyway. However even if you unblock it by getexe the person receiving it
could be blocking it still. You can easily work around it by copy and
pasting the address bar into a new message. You can also use a tool called
MailTo_URL which does it for you.

That is exactly what it's saying AND doing. The exact wording is:
Outlook blocked access to the following potentially unsafe attachments:
www.homepage.url.

and the link was NOT sent. I need to find a fix for this. Anyone have one?

The link is sent, but if the recipient uses outlook, they can't access it
either. Install mailto_url
(http://www.slipstick.com/addins/mail.htm#compose) or copy and paste the url
from the address field of the browser.
