See if this article applies:
"Interactive logon: Message text for users attempting to log on"
http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/577.mspx?mfr=true

Check your system for malware.
Anyone know how to fix this please

"Legal Notice Dialog Box Before Logon"
http://www.winguides.com/registry/display.php/22/

you could try changing the logon - logoff option where you can select the
welcome logon option or the quick user logon option in user accounts, only if
you have the one user acccount.

Why should I do that. Note that I'm *not* the original poster.

I have the same problem. It started after installing a .net component
required by a new graphic cards.

Did you find a work around? This is annoying :(

Automatic Login...

Go to Start, Run and type Control userpasswords2, press Return.
Take the tick out of the box 'Users must enter a username and
password...' You will be prompted for the details of a user account
that will be used to Automatically login. enter those details, Apply,
OK and restart to test your work.

Mr C.

Me brought next idea :

Note: Before unchecking the box Users must........ highlight the name of the user that you want automatically logged on. Otherwise, the Administrator account is usually automatically highlighted. Many users don't notice and then wonder why the Administrator account is logging on.
