I'm new to vivo cards and stuff so here is my question.
Should an encoder of any kind of media use the ability of an aiw/vivo
cards. Like before that i get my vivo x700pro card i was able to
encode video file in a hour or so. But whit my card will this be
reduce at least a bit, by using the vivo capability, like by the help
of "an external program".
or those cards are just a video in with a bunch of crap.

Nope!
These cards do not employ hardware encoding. They dump uncompressed video to
the CPU which has to compress it using codecs.

The 150, 250, and USB all have hardware encoding. And most modern video
boards have hardware to provide at least some degree of assistance for
decoding (look up "DXVA").
