title bar disappears

When I hit a key or move the mouse to wake up the computer from sleep mode,
the title bar at the bottom is gone. moving the mouse or hitting a key does
nothing.
There is no START button. Does anyone know what the problem is and how to
correct it. The computer is a 1.2 GHz AMD processor running Windows XP with
service pack 2.

Not trying to be smart..

- Press F5 to refresh the screen.

- Press the Windows key.

- Press Ctrl/Esc.

Do any of those bring the Taskbar back? Agreed, it should be there
without jumping through hoops.
