tiny annoying scroll bar in Windows XP

I work, now, on a laptop and do alot of scrolling in Explorer by
holding down the left mouse button and moving the big scroll bar up and
down (instead of clicking on the up and down arrows, which requires you
to move the cursor to the top and bottom, or using page up/down). I
always scrolled this way on my desktop. But, now I keep getting this
tiny scroll bar that appears and makes my scrolling go crazy. The
screen jumps up and down all over the place for a short time and I can
only stop it by moving the mouse back and forth. I don't know what
this scrollbar is but it is making it really hard to view web pages.

Can it be disabled? It comes up in MS Word too so it is not an
Explorer problem.

Assuming you're using a laptop that has a touchpad, you need to into mouse
settings and look for the touchpad's tab. For Synaptics pads, Virtual
Scrolling is probably what you're seeing, and if you are also using a mouse,
the two may be interacting poorly.

Thank you so much!! That was the problem...virtual scrolling. I
apologize for using the "mouse" terminology to refer to the touchpad
but you got the idea and I appreciate it.
