Time zone change

I'm in Mexico city, so i have the time zone GMT -6, Guadalajara, Mexico City and Monterrey, but it never keeps like that, every time that i change to it, it moves again to GMT -7 La Paz, Baja California, i just close the window and changes again.

I quit the automatic sync with windows time server, but even that doesn't work.
