BUG ? - Setting the time zone

I've added the Date/Time Control Panel and NLS: Time Zones.
When I change the time zone, it is not changed in orderly.

For example...
The time zone changed from GMT -8:00 Pacific time(US/Canada); Tijuana
to GMT -6:00 Guadalajara, Mexico City, Monterrey.
Normally, difference in time is 2 hours, but, difference is 1 hours.
And, registry key
value(HKLM\System\CurrentControlSet\Control\TimeZoneInformation) is a
little different than XP registry.

Is it a XPE bug?

Um.....I don't think so...
Normally, It is operated in XP Home, Professional.
The matter is difference between XPE and XP Home, Professional.

There is a known issue withe EWF and daylight saving.
The problem shows as a one hour increment on every
boot.

A search of the archive on groups.google.com should
bring up a solution.
