Time Sync Problems with Windows 2003 Servers in 2000 Domain

Hi

We are having issues where our DC's in our root and child domains are always
in sync but windows 2003 servers running in our child domain are not syncing
properly with our Windows 2000 DC's. Can anyone help and explain why this is
happening ?

I have even run NET TIME /DOMAIN:{Domain} /SET and the problem continues.
Help on this would be greatly appreciated
