Time sync not working - rpc error

I can no longer sync to any ntp server. The error message says the RPC
server is unavailable.

Does this have something to do with the rpc vulnerability that MS patched
recently?

Is there a fix for this?

This is not a firewall problem. I've checked.

You have the Blast worm - or near relative, one of the symptoms being to
kill the RPC service.
