Has (or will) a QFE be released for Microsoft Knowledge Base Article -
823456
FIX: Windows Time Service ignores the local polling interval values in
Windows Server and Windows XP

I haven't heard of the QFE being componentized for XPe.
But the fix seems to be in SP2.

Btw, I think the fix touched only W32time.dll so it may be just easier for you to replace the library on your run time by the one
from KB (or SP2) than waiting for the QFE :-)
