Hi,
have you installed Norton?
if so, end you outlook and start norton
In norton OPTION | NORTON ANTIVIRUS|INTERNET|EMAIL
deactivate the option check outgoing and incomming mail

Registry Cleaner

I don't know if it's still relevant but my Registry Cleaner solved the ox800ccc19 error message.

I sent the email a company asking them what was the actual cause of the error... they answered me that the probably cause was an incorrect removal of another application...

i had this error and few more so i bought the Ms-errors registry cleaner and it solved it all
