have you installed Norton?
if so, end you outlook and start norton
In norton OPTION | NORTON ANTIVIRUS|INTERNET|EMAIL
deactivate the option check outgoing and incomming mail
I sent the email a company asking them what was the actual cause of the error... they answered me that the probably cause was an incorrect removal of another application...
