Time limit an application

I realize that I can limit login times and session times, but is there an
easy way to limit application availability time? We have an application that
we do not want to make available except during the hours of 8 am and 5 pm,
but we want our users to have full access otherwise via Terminal server w2k3
on our w2k3 active domain.

One method which comes to mind is to schedule a batchfile which
changes the NTFS permissions on the applications executable, using
XCACLS.
