I had a correspondence with the person who wrote the material in the webpage
I quoted.

They claimed that you could just delete the Thumbs.db file.

When I tried doing so it indicated that it might affect the working of the
computer and/or a file.

Any comments?

In which case there is no point in deleting it - one should just hide it. Or
I am missing the point?

Or follow the instructions you posted earlier. I personally prefer they
not be cached.

The writer of the website that I referred to responds that:

"A new thumbs file WILL be created only if you do NOT follow my instructions
(and leave "Create Cache" checked)!!"
