thumbnail sorting and renaming

Hello to all,

I have various large collections of photographs, many the same type of
subject or taken in the same area. I ask for your help in finding a
freeware graphics software to do the following tasks.

Over time I have various lists that I wish to combine into their common
subject areas, like with like. The files in the directories have names
that I wish to change, so the question is, is there a program that
shows the lists of names and the thumbnail picture that I can then
click and drag the files into the order I wish, then selectively rename
those files names I want to. I will then have a set of pictures that I
can view or project in the order that I want, rather than a list that
is just in a alphabetical order. Does that make sense?

ISTM it might make more sense to use a program like FotoAlbum that will
let you group image files any way you like without renaming or moving them.

dunno of any renamer that lets you drag the files around. . . THE
Rename (a Pricelessware selection) shows images.
