This is surely impossible!!!???

After about a year, my PC has started to crash randomly; it also would
not boot, with the PSU resetting immediately after the video BIOS is
initialised.

It tirns out that my Belkin USB-attached digital camera media reader
is causing this! It does not matter which USB port I plug it into, on
the PC on via a powered hub, it does the same thing.

How is this possible??

Surely the BIOS does not check USB devices so early on, and anyway why
would it decide to shut down?

USB controller prob, on mb?
Bios updated?
Any driver updates on mb/pc supplier site?
